Charles M. AdamsFounder, Chief Executive Officer and Chairman
Mr. Charles M. Adams, Founder, Chief Executive Officer and Chairman of ACET, has more than 20 years of experience in the Intelligence Community (IC) supporting SIGINT, ELINT, COMINT, Space Agencies, Orbital Science, Software Development, and Systems Engineering programs. Mr. Adams served as a Senior Signals Intelligence Analyst at Field Station Berlin in Germany. In 1987, he relocated to the Washington, DC Metropolitan area and began working with TRW as a Software Engineer assigned to the Naval Space Command Center. In 1990, Mr. Adams joined Lockheed Martin (formerly GE Aerospace) and held positions as Senior Software Engineer and Principle Systems Engineer, at which time he became certified as a Satellite Engineer. From 1994 to 1997, Mr. Adams served as a Senior Test Engineer and Project Manager for BAE Systems. Between 1997 and 1999, he held the position of Director with CTX (now a division of ManTech International).
Mr. Adams has grown ACET from a single employee, in April 1999, to 450+ employees to date serving Federal Agencies throughout the Intelligence Community, Department of Defense, and Veterans Affairs. Additionally, his stewardship has led to several multi-billion dollar IDIQ contract wins over the past 3 years along with $500 million in Task Order award wins during 2012 alone. Mr. Adams holds a Master’s degree in Computer Science from the University of Maryland and a Bachelor’s degree in Music Education from West Chester University.
Michael SeldesSenior Vice President and Chief Operations Officer
Mr. Michael Seldes, Senior Vice President and Chief Operations Officer, works at the forefront of technological innovation by leveraging cutting-edge technologies to develop complex business systems for both the Federal Government and the private sector. Mr. Seldes has more than 30 years of broad-based experience in the development and deployment of large and complex information systems. His technical expertise encompasses Large System Development Lifecycle Processes, Mission-critical Systems Operations, and Systems Development methodologies in addition to Capability Maturity Model Integration (CMMI) and Six Sigma principles.
Mr. Seldes is a certified Project Management Professional (PMP) and has more than 18 years of ISO 9001 Process Development and Compliance experience. His professional background also includes providing support across the full lifecycle to include the following areas: Research and Development (R&D), Production, Operations and Maintenance (O&M), and Retirement of Systems. Additionally, Mr. Seldes provides expert domain experience in: Avionics, Aircraft Weapons Systems, C4ISR, Sensors, Communications, Navigation, Networks, and Embedded Enterprise Software Applications. Mr. Seldes earned an MBA degree from Loyola University and a BSEE degree from the University of Florida.
Reli SuliotiSenior Vice President & Chief Financial Officer (CFO)
Mr. Reli Sulioti joined ACET with over 20 years of extensive leadership experience in all aspects of general and cost accounting, HR, financing, budgeting forecasting and staff supervision. He has a vast experience in financial planning, analysis and reporting, GAAP accounting and business development in both commercial and Government sectors. His in-depth knowledge of the Sarbanes Oxley Act, Government Contracting Industry, experience with DCAA, the FAR, and CAS has directly contributed to consistent improvements in cost savings, documentation, and accountable transparency at ACET.
Prior to joining ACET, Mr. Sulioti was the Director of Finance – Assistant Controller at ICF International, a $ 950M publicly traded consulting firm that partners with Government and commercial clients, domestically and internationally. Mr. Sulioti also served as an Assistant Controller at L-3 Communications/LOTS, a $753M division of a publicly traded company that mainly served the DOD. Mr. Sulioti has a B.S. in Business Administration from the University of Tirana in Albania and a Master of Science in Accounting from McGill University in Canada. In addition, Mr. Sulioti is a CPA for the state of Virginia. Overall, he is a strong intercultural communicator who is well-versed in cross-cultural business practices and has been a resource to ACET for many years.
Larry Hunt, ECMp, CSPSenior Vice President and Chief Compliance Officer
Mr. Larry Hunt, ECMp, CSP, is the Senior Vice President and Chief Compliance Officer (CCO) for ACET. Mr. Hunt has held prior leadership positions including Chief Executive Officer (CEO), Chief Operating Officer (COO), Chief Technology Officer (CTO), and Vice President (VP). Prior to his tenure with ACET, Mr. Hunt served as Vice President of Novus Government and Healthcare Services as a division Senior Executive and CEO of Integrated Digital Systems, Inc., with responsibility for all government and healthcare operational aspects, including Business Development, Proposal Management, Contract Management, Health IT, Technical Staffing, and Secure Production Scanning Center Management.
Mr. Hunt has senior management expertise in all aspects of Commercial, Federal, State, and Local Government Contracting, Regulations, and Compliance. His responsibilities with ACET include overseeing Business Development and PMO activities and processes, Contract Negotiations (GSA, CTA, NDA, Subcontracts, Vendor Contracts), Capture Management, Proposal Management, Bid-No Bid assessments (RFQ, RFI, and RFP), Color Teams, Proposal Writing, Standards & Compliance, ISO & CMMI Certification, and Corporate Management duties. He is well-versed in the Shipley Methodology for Proposals, Capture and Management, and has secured competitive contracts with new commercial and government accounts for services and subcontracting for all lines of business services. Mr. Hunt’s extensive background also includes Imaging, Historical Preservation, Health IT and IT Management. He has formal training in Auditing, Accounting, Compliance and Computer Engineering. Mr. Hunt attended George Washington University, University of Maryland University College, and Northern Virginia Community College all in pursuit of studies in Federal and Commercial Contracts Law in addition to related areas of professional development.
John HallerAssociate Vice President, Proposal Services
Mr. John Haller, Associate Vice President, Capture and Proposal Services has an extensive career that spans two industries – Telecommunications and Federal Business Capture. Mr. Haller began his career in the SATCOM industry during the age of the Intelsat monopoly and learned the business hands-on in the earth station. His experience includes being part of the divestiture of the Comsat monopoly and the building of a private line international carrier from scratch, to include facilitating and building global ATM/IP backbone. During this phase in his career, Mr. Haller was responsible for helping to steer Network Engineering, Provisioning, and Fulfillment through a period of Consolidation and Acquisition.
As a Government Contractor, Mr. Haller spent more than a decade in Federal Business Capture leveraging his Technical Acuity and Writing Skills to improve both Proposal Quality and Percentage Win. His experience within this industry includes proven methodologies instituting Capture Management, Improved Business Processes, and implementing Collaboration Software to support Business Development. Mr. Haller’s career highlights include leading elements of the Largest Enterprise Network Deployment for the U.S. Navy and the Re-engineering/Re-deployment of the Pentagon Data and Voice Networks to ensure survivability and several strategic IDIQ contract wins. In his current role, Mr. Haller is focused on strategic business wins for ACET’s Medical IT Division. Mr. Haller earned both a Bachelor’s and Master’s degree in Electrical Engineering from West Virginia University and holds PMP, ITILv3, and CMMI professional certifications.
Darren MillerVice President, Business Development
Mr. Miller’s career spans both Information Technology (IT) and Federal Business Development services within the Government contracting industry. His career started in the IT enterprise-wide administration of distributed systems, to include deployment and installation of both IT hardware and software systems, for multiple customers within Department of State (DoS) and the U.S. Army in support of Operation Iraqi Freedom (OIF). His experience in managing systems eventually transitioned to the software development domain in which he supported the DoS, Federal Reserve, and U.S. Intelligence Agencies. As a Project Management Professional (PMP) and Certified Scrum Master (CSM), Mr. Miller’s experience included the analysis, documentation, testing, sustainment and management of both new and fielded software applications and frameworks. By leveraging his unique ability to build industry relationships and develop business networks, Mr. Miller’s profession and passion eventually transitioned to Corporate Business Development.
In his current role, Mr. Miller is focused on capturing task order re-competes and new business on the R23G, SSES NexGen and TIES IDIQs for ACET’s Defense/Intelligence Solutions and Engineering (DISE) Division. In addition, he is charged with strategically expanding ACET’s business by selling professional development services across multiple Federal Government sectors and work environments. Mr. Miller earned an M.S. in Applied Information Technology with a concentration in Information Security and Assurance from Towson University, and a B.S. in Management Information Systems from George Mason University. Mr. Miller’s hobbies are CrossFit, golf, tennis and platform tennis.
Ted GrayVice President of Defense/Intelligence Solutions and Engineering
Mr. Ted E. Gray, Vice President of Defense/Intelligence Solutions and Engineering, combines experience in Army Special Operations with more than 30 years of experience in Defense contracting primarily supporting Intelligence & Electronic Warfare systems and programs. Mr. Gray is mission focused and dedicated to complete client satisfaction in the execution of complex programs and worldwide operations. He enjoys mentoring young professionals and developing talent in support of organizational objectives.
In addition to managing operations, Mr. Gray has also played key roles in the capture of multiple large business opportunities performing duties from Capture Manager responsible for developing strategy and value propositions to primary author, volume lead, and pricing lead.
Lynn GreenDirector of Program Development
Ms. Lynn Green, Director of Program Development, has more than 20 combined years of experience leading all aspects of corporate Project Management and Business Development support. Ms. Green applies her passion for implementing creative processes for Recruiting and Retention programs to support Corporate Revenue and Workplace Goals. She joined the ACET team in 2003 as a Corporate Recruiter and was promoted to Recruiting Manager in less than two years. She now serves as the Director of Program Development. Ms. Green is pivotal to the exponential growth of the company and continuously strives to help ACET meet its goals and objectives each year.
Prior to joining ACET, Ms. Green owned and operated a successful business and also managed a community-based children’s organization while holding the position of first female President and Chairperson of the Board of Trustees. She is also a member of the Charles County Board of Appeals in Maryland. Ms. Green is committed to Integrity, Quality, Excellence, and Continuous Improvement in all areas of Program Development along with a tenacious contribution to the overall mission of ACET.
Bob GoldenDirector of Systems and Software Solutions (S3)
Mr. Robert Golden, Director of Operations, Defense Systems and Software Solutions, has more than 35 years of experience in the area of Program Management. He served three times as an Army Board Select Project Manager and was recognized by the Secretary of the Army as Project Manager of the Year. With over 33 years of service in the U.S. Army, Mr. Golden gained a wealth of experience as an Acquisition Professional, leading large complex organizations with worldwide missions to develop, acquire, produce, test, deploy, and operate business and tactical cutting-edge Information Technology and Communications Systems and possesses the highest credentials in Defense Acquisition. His military service also includes serving as the PEO C3T Director Operations/Technical Industrial Liaison Officer and the Director Product Realization Directorate in the Communications Electronics Research and Development Center. Mr. Golden is a highly proficient Public Speaker and has the necessary acumen to interact with Senior Government/Industry Executives. Mr. Golden is well-versed in all aspects of the Acquisition Lifecycle. Additionally, he has practical experience in diverse disciplines such as Business Networks, Enterprise Services, Tactical Networks, Tactical Communications, and Intelligence Sensors.
Chris CrueDirector of Airborne ISR
Mr. Crue serves as the Director for the Defense/Intelligence Solutions and Engineering (DISE) Airborne ISR Solutions for ACET. He is charged with the oversight of the successful completion of numerous ISR programs on an airborne platform for various Army programs. With many years’ experience behind him, Mr. Crue is a seasoned Program Manager and Lead Systems Engineer who specializes in Aerial ISR Platform Sensor Integration, Critical Infrastructure Protection, CBRNE Detection System Design, Facility Defense, and counterterrorism. These complex projects include detector integration, modeling and simulation, building and infrastructure assessments, system installation, operation, and maintenance over the lifetime of the system and its components at Government Facilities throughout the National Capital Region and beyond. These projects have encompassed all the technical areas associated with CB infrastructure protection, including collective protection, individual protection, and detection.
Engaging with the next generation of scientists, innovators, and responders within the Department of Defense and Homeland Security Communities is a priority for Mr. Crue. In addition to official responsibilities at ACET, Mr. Crue is an Adjunct Professor at the University of Maryland, University College (UMUC) teaching integral courses on Infrastructure in Homeland Security and Strategic Planning in Homeland Security. Mr. Crue has his Master of Engineering from the University of Maryland, College Park, and his Bachelors of Science in Physics from Salisbury University. Mr. Crue is a devoted father and husband, assists with coaching kids’ soccer teams, is a swim dad and enjoys reading.
Mary Jane JerniganDirector of Strategic Communications
Mary Jane Jernigan serves as ACET’s Director of Strategic Communications. She establishes strategic corporate relationships, both with Government agencies and Industry partners. Adept at predicting and preparing for potential growth opportunities, Ms. Jernigan is a key member in the acquisition of valuable relationships, projects, and partnerships. Committed to a disciplined approach with consistent results, Ms. Jernigan is responsible for leading the capture of multi-billion dollar efforts for the company.
An active member of the community, Ms. Jernigan is the Regional Executive Vice President and Maryland State President of the Association of the United States Army (AUSA) and the President of Maryland’s National Guard FreeState ChalleNGe Academy Foundation. In addition, she is a member of the Army Aviation Association of America (AAAA), the Armed Forces Communications and Electronics Association (AFCEA), and was selected as one of Maryland’s Top 100 Women in 2016 (for professionalism, mentorship, and community involvement). She is also an advocate for STEM education and awareness, and a consistent presence at Northeastern Maryland Technology Council events and awards.
Prior to her work with ACET, Ms. Jernigan cultivated a career in Program Management and Lead Capture. Ms. Jernigan’s prior positions include the Director of Aberdeen Proving Ground, MD Business Development at TASC, Inc; Program Manager and Capture Lead for URS, and Division Manager/Program Manager for Quantum Research International, Inc, among several other previous roles.
Cory KreitzerDirector of Intelligence
Mr. Kreitzer, Director of Intelligence, has been with ACET Technologies for 11 years, and was one of the original 10 employees who joined the company in 2006 after it was founded in 1999. He brings 15 years of experience working in multiple areas of the government, using his skills to build and develop with optimal functionality. He has a strong technical aptitude in developing, operating, and maintaining network and IT services. He strives to operate successful high risk mission systems, providing superior quality and satisfaction for the customer.
Prior to ACET, Mr. Kreitzer got his career started as a fiber optics technician, quickly advancing to lead an installation team. In 2006 when he joined ACET, he was a shift lead, ultimately becoming an operations support officer and operations training officer. In 2011 he became the Technical Operations Manager, developing complex mission system requirements with integrated support for multiple contractors.
Mr. Kreitzer takes pride in his ability to form and sustain long-lasting partnerships and relationships with the intelligence community. He hopes to create opportunity to bridge corporate capabilities across multiple platforms and different agencies. He possesses an expertise in project management, system engineering, 24/7 operations, business development, contract requirements, and conflict resolution.
Patricia BirdDirector of Contracts
Patricia Bird has recently joined the ACET team as the Director of Contracts. As Director, Ms. Bird manages contracts and subcontracts staff while also providing guidance on contracting issues to leadership. With over 20 years of experience in contract composition, submission, and management, she is responsible for updating procurement policies, procedures, and ensuring compliance by Staff as well as disseminating and training other departmental points of contact as needed.
Prior to joining ACET, Ms. Bird served as the Contracts Manager for Hewlett Packard, Deloitte Touch, CACI, and General Dynamics. Throughout her career, Ms. Bird has placed an emphasis on compliance and proposal compilation efficiency, resulting in outstanding results and a passing grade on Contractor Purchasing System Reviews (CPSRs).
Leslie LeRoyHuman Resources Director
Leslie LeRoy joined ACET as the Human Resources Director in June 2017. She leads the Human Resources department to develop and implement HR solutions to support ACET in achieving business outcomes. She has oversight for ACET’s relationship with its employees in matters involving pay and recognition, benefits, work performance, employee satisfaction and morale, learning, growth and development. She is passionate about building strong working relationships, coaching and guiding leaders in HR matters, and empowering and developing the HR team.
Leslie has almost 30 years of experience in the Human Resources profession, working as an HR Business Partner and leading HR organizations in the government contracting industry. Prior to joining ACET, she held HR senior leadership positions at Lockheed Martin and Unisys Corporation, working closely with executive teams in support of contracts in the Intelligence Community, Federal Government IT, and state Health sectors. Leslie holds a Master’s Degree in Human Resource Management from Marymount University and a Bachelor’s Degree in Psychology from Virginia Tech. She is a certified Senior Professional in Human Resources (SPHR) and certified Trainer in Behavioral Interviewing processes and techniques.
Farukh RashidFinance Corporate Controller
Farukh Rashid joined ACET as Finance Corporate Controller in March 2017. Mr.Rashid has over 25 years of finance and accounting experience, specializing in supporting the defense, technology, and financial sectors. In addition, Mr. Rashid has extensive experience in mergers, acquisitions and integration of accounting systems. Prior to his current role at ACET, he worked with L-3 Communications, Engility, ICF and Capgemini and has served in a series of Finance and Accounting leadership roles in the government contracting industry. During his tenure there, he led and managed finance and administration functions within these multi-billion dollar government contracting organizations. Mr. Rashid’s extensive knowledge of the technical aspects of government accounting and compliance proved critical to the successful management of his compliance oversight responsibilities.
Mr. Rashid earned his Master of Science in Accounting from S. New Hampshire University and started his career in 1992 as financial analyst in Salem, New Hampshire. Throughout his career, he has applied his computer science knowledge with the goal of further enhancing work productivity. As a member of the Senior Management team, he has proven himself to be a strategic and tactile thinker, with strong implementation abilities. In summary, Mr. Rashid takes pride in his ability to produce precise and accurate financial statements that provide visibility to the leadership team.
