Mr. Charles M. Adams, Founder, Chief Executive Officer and Chairman of ACET, has more than 20 years of experience in the Intelligence Community (IC) supporting SIGINT, ELINT, COMINT, Space Agencies, Orbital Science, Software Development, and Systems Engineering programs. Mr. Adams served as a Senior Signals Intelligence Analyst at Field Station Berlin in Germany. In 1987, he relocated to the Washington, DC Metropolitan area and began working with TRW as a Software Engineer assigned to the Naval Space Command Center. In 1990, Mr. Adams joined Lockheed Martin (formerly GE Aerospace) and held positions as Senior Software Engineer and Principle Systems Engineer, at which time he became certified as a Satellite Engineer. From 1994 to 1997, Mr. Adams served as a Senior Test Engineer and Project Manager for BAE Systems. Between 1997 and 1999, he held the position of Director with CTX (now a division of ManTech International).
Mr. Adams has grown ACET from a single employee, in April 1999, to 450+ employees to date serving Federal Agencies throughout the Intelligence Community, Department of Defense, and Veterans Affairs. Additionally, his stewardship has led to several multi-billion dollar IDIQ contract wins over the past 3 years along with $500 million in Task Order award wins during 2012 alone. Mr. Adams holds a Master’s degree in Computer Science from the University of Maryland and a Bachelor’s degree in Music Education from West Chester University.

and Chief Financial Officer
Mr. Reli Sulioti joined ACET with over 20 years of extensive leadership experience in all aspects of general and cost accounting, HR, financing, budgeting forecasting and staff supervision. He has a vast experience in financial planning, analysis and reporting, GAAP accounting and business development in both commercial and Government sectors. His in-depth knowledge of the Sarbanes Oxley Act, Government Contracting Industry, experience with DCAA, the FAR, and CAS has directly contributed to consistent improvements in cost savings, documentation, and accountable transparency at ACET.
Prior to joining ACET, Mr. Sulioti was the Director of Finance – Assistant Controller at ICF International, a $ 950M publicly traded consulting firm that partners with Government and commercial clients, domestically and internationally. Mr. Sulioti also served as an Assistant Controller at L-3 Communications/LOTS, a $753M division of a publicly traded company that mainly served the DOD. Mr. Sulioti has a B.S. in Business Administration from the University of Tirana in Albania and a Master of Science in Accounting from McGill University in Canada. In addition, Mr. Sulioti is a CPA for the state of Virginia. Overall, he is a strong intercultural communicator who is well-versed in cross-cultural business practices and has been a resource to ACET for many years.

and Chief Operations Officer
Mr. Michael Seldes, Senior Vice President and Chief Operations Officer, works at the forefront of technological innovation by leveraging cutting-edge technologies to develop complex business systems for both the Federal Government and the private sector. Mr. Seldes has more than 30 years of broad-based experience in the development and deployment of large and complex information systems. His technical expertise encompasses Large System Development Lifecycle Processes, Mission-critical Systems Operations, and Systems Development methodologies in addition to Capability Maturity Model Integration (CMMI) and Six Sigma principles.
Mr. Seldes is a certified Project Management Professional (PMP) and has more than 18 years of ISO 9001 Process Development and Compliance experience. His professional background also includes providing support across the full lifecycle to include the following areas: Research and Development (R&D), Production, Operations and Maintenance (O&M), and Retirement of Systems. Additionally, Mr. Seldes provides expert domain experience in: Avionics, Aircraft Weapons Systems, C4ISR, Sensors, Communications, Navigation, Networks, and Embedded Enterprise Software Applications. Mr. Seldes earned an MBA degree from Loyola University and a BSEE degree from the University of Florida.

Ms. Tanya Bassett, Vice President of Corporate Growth, has more than 20 years’ experience of progressive program management, acquisition and test and evaluation experience supporting Naval Aviation in Patuxent River, MD.
Prior to joining ACET, Ms. Bassett was the Head of Business Operations for a national Test and Evaluation Department at the Naval Air Warfare Center Aircraft Division in Patuxent River, MD ensuring continuity of operations, financial and contract management, and strategic communication for the 4,500 person department. She was also responsible for the development and maturation of a branch of Test Resource and Information Managers providing expert resource management and test and evaluation support to naval acquisition test and evaluation programs. Ms. Bassett also has extensive experience performing direct support to naval aviation and acquisition customers as well as performing federal business development in the government services contracting industry. She has performed capture and business development in both the NAVAIR Patuxent River, and C4ISR Aberdeen, MD markets.
Ms. Bassett received a Bachelor of Science in Information Systems Management from University of Maryland, University College (UMUC) and a Master’s Degree in Management with a focus in Information Systems from the Florida Institute of Technology. Ms. Bassett is a certified Project Management Professional (PMP), a member of Leadership Southern Maryland Class of 2012, and is committed to growing and supporting the Southern Maryland community. She is also life-long resident of Southern Maryland. In her spare time, Ms. Bassett enjoys playing golf, boating and watching her boys play lacrosse.

Mr. John Haller, Vice President of Compliance and Quality, has an extensive career that spans two industries – Telecommunications and Federal Business Capture. Mr. Haller began his career in the SATCOM industry during the age of the Intelsat monopoly and learned the business hands-on in the earth station. His experience includes being part of the divestiture of the Comsat monopoly and the building of a private line international carrier from scratch, to include facilitating and building global ATM/IP backbone. During this phase in his career, Mr. Haller was responsible for helping to steer Network Engineering, Provisioning, and Fulfillment through a period of Consolidation and Acquisition.
As a Government Contractor, Mr. Haller spent more than a decade in Federal Business Capture leveraging his Technical Acuity and Writing Skills to improve both Proposal Quality and Percentage Win. His experience within this industry includes proven methodologies instituting Capture Management, Improved Business Processes, and implementing Collaboration Software to support Business Development. Mr. Haller’s career highlights include leading elements of the Largest Enterprise Network Deployment for the U.S. Navy and the Re-engineering/Re-deployment of the Pentagon Data and Voice Networks to ensure survivability and several strategic IDIQ contract wins. In his current role, Mr. Haller is focused on strategic business wins for ACET’s Medical IT Division. Mr. Haller earned both a Bachelor’s and Master’s degree in Electrical Engineering from West Virginia University and holds PMP, ITILv3, and CMMI professional certifications.
of Defense/Intelligence Solutions and Engineering (DISE)
Mr. Michael Kwiatkowski is the Vice President of Defense/Intelligence Solutions and Engineering (DISE) and has more than 36 years developing complex solutions for Command, Control, Communications, Computers, Surveillance and Reconnaissance (C4ISR) systems. He is responsible for providing technical and management oversight for the successful completion of Department of Defense (DoD) programs at ACET. He has a diverse background executing airborne programs on fixed wing, rotary wing, and unmanned airborne platforms.
Mr. Kwiatkowski is a highly effective and dynamic leader committed to achieving technical, cost and schedule objectives with a proven track record for recovering under-performing programs. His solid interpersonal skills and customer focus enables him to build favorable relationships at all levels. He was the former site manager and Director of airborne programs for L3 Technologies, the Director of Airborne Programs for Northrop Grumman Electronic Systems, and the Director of Special Programs for California Microwave. He is a certified Program Management Professional (PMP) and possesses a Master’s degree in Business Administration (MBA), a Masters degree in Electrical Engineering (MSEE) and a Bachelors degree in Electrical Engineering (BSEE).
