Adams Communication & Engineering Technology awarded 5-year IDIQ in support of U.S. Navy’s NAVAIR H-53 Program Office

Adams Communication & Engineering Technology Inc. (ACET) has received a potential 5-year, $37.4 million contract to provide product support for the U.S. Navy’s NAVAIR H-53 Program Office.

The 5-year indefinite-delivery/indefinite-quantity award requires ACET to perform non-recurring and recurring efforts required to fabricate, assemble, and support prototyping/system integration/installation of Engineering Changes to aircraft designated by the H-53 Program Office, PMA-261. Work performed under the contract will include depot modifications to support fleet requirements on CH-53E, CH-53K®, and MH-53E rotorcraft.

The CH-53E Super Stallion has proven to be extraordinarily relevant to the execution of our national security strategy, Navy and Marine Corps warfighting concepts and the associated need for capable heavy lift. The CH-53K King Stallion™ is the United States Marine Corps’ (USMC) heavy lift replacement for the CH-53E. The most powerful helicopter in the Department of Defense, the CH-53K is a new-build helicopter that will expand the fleet’s ability to move more material, more rapidly throughout the area of responsibility using proven and mature technologies. The MH-53E Sea Dragon will perform the Airborne Mine Countermeasures (AMCM) mission.

ACET aims to utilize its experience in continuing to provide a superior product that translates to PMA-261 and their support of the warfighter.

Adams Communication & Engineering Technology, Inc. (ACET) Receives Multiple Awards on 10-Year ASTRO Multiple Award IDIQ Contract

RESTON, VA – (3 September 2021) – ACET has won a prime contract on the General Services Administration’s (GSA) multiple-award ASTRO contract. The contract has a 10-year period of performance and carries an unlimited value with expectations of exceeding $100B over its life. ASTRO is a family of ten separate, individual, Multiple Award (MA), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts administered through GSA’s Federal Systems Integration and Management Center.  The contracts encompass a variety of services related to manned, unmanned, and optionally manned platforms and robotics. ACET was awarded prime contracts under the Aviation and Development/Systems Integration pools.

Adams Communication & Engineering Technology (ACET) Awarded $9.3M Task Order for Research and Development of Aircraft for the Naval Air Systems Command (NAVAIR) Tactical Airlift Program (PMA-207)

Reston, VA – 17 February, 2021: ACET was awarded a $9.3M Task Order (TO) under the Defense Technical Information Center (DTIC) Information Analysis Center Multiple Award Contract (IAC MAC) by the Air Force Installation Contracting Center (AFICC) to NAVAIR Tactical Airlift Program Office PMA-207.

Team ACET will provide program management, research, analysis, and support technical initiatives to support program decisions and on-going aircraft support efforts for pre-and post-production KC-130J aircraft.  Tasks under the TO will address aircraft weapons systems, training systems, support systems, payload modifications and repairs for all aspects of data and documentation and the development of recommendations for implementation and testing of updates.  Additional tasks include life-cycle planning focused on improving overall system Reliability, Maintainability, Quality, Sustainability, and Interoperability (RMQSI) to advance IAC MAC related Scientific and Technical Information (STI) through the application of knowledge and resources in achieving the requiring activity’s mission requirements. ACET will perform work under this TO at the newest ACET office located in California, MD.

The Naval Air Systems Command (NAVAIR) Tactical Airlift Program (PMA-207), along with the Navy International Program Office (NIPO), provides research and development, systems acquisition, planning, and management for domestic and Foreign Military Sales (FMS) aircraft weapon systems programs.

Adams Communication & Engineering Technology (ACET) Awarded $33.8M Task Order to support PMA 299 MH-60 System Modifications and Upgrades

Reston, VA – December 18, 2020: Adams Communication & Engineering Technology, Inc. (ACET) has been selected by NAVAIR PMA-299, under the Program Executive Officer, Air Anti-Submarine Warfare (ASW) Assault and Special Mission Programs, (PEO(A)) for life cycle support of multiple Seahawk variants including the MH-60R and MH-60S. The Seahawk missions include ASW, Anti-surface Warfare (ASUW), Search-and-Rescue (SAR), Medical Evacuation (MEDEVAC), Communications Relay (COMMREL), Vertical Replenishment (VERTREP) and Naval Gunfire Support (NGFS). PMA-299 programs range from the Systems Development and Demonstration phase to the Operations and Support phase.

The H-60 In-Service Support Center (ISSC), Fleet Support Team (FST) located at Fleet Readiness Center East (FRCE), MCAS Cherry Point, North Carolina, is responsible for providing A-kit hardware fabrication and aircraft systems integration support of engineering change modifications to various models of US Navy H-60 Seahawk to meet Fleet requirements in support of the PMA-299 Program Office.

Existing Naval MH-60R and MH-60S aircraft are undergoing aircraft modifications to meet the warfighters’ needs in the ever-changing environment in which they fly to protect our service men and women. New updated/technically advanced systems that did not exist when the aircraft were fielded are being added through retrofit kit installations.

ACET will provide personnel, facilities, tooling and equipment and material necessary to perform modification efforts required to design, fabricate, assemble, and support rapid prototyping / system installation of engineering change modifications to various models of US Navy and Foreign Military Sales (FMS) H-60 Seahawk aircraft in support of the H-60 FST. ACET will provide:

  • Artisans, infrastructure, and Quality Assurance/Quality Control support to procure or fabricate items necessary for new retrofit kits, as identified in Government-provided technical directive A-kit parts lists and associated drawings, or update existing retrofit kits due to rapid and/or emergent changing requirements in support of the Global War On Terror (GWOT).
  • Field Teams and Quality Assurance/Quality Control personnel to install new updated/technically advanced systems into MH-60R/S US Navy and FMS H-60 Seahawk aircraft using Government-provided retrofit kits and technical directives.
  • Rapid technical and engineering support services in the areas of air vehicle, avionics, and systems installation in support of prototype or emergent changing requirements in support of the GWOT.
  • Artisans, infrastructure, and Quality Assurance/Quality Control support to rapid prototype manufacturing, fabrication, acquisition, kit assembly, kit component modification, and kit shipping capability as required to meet task order objectives.

System installation will take place at primary government sites Naval Base (NB) Coronado, California; Naval Station (NS) Norfolk, Virginia; and Naval Air Station (NAS) Jacksonville, Florida. Other performance, including acceptance and inspection, will take place at an ACET facility in Havelock, NC.

Open For Autonomous Business: Largest-Ever Unmanned & Robotics Systems Research Contract Awarded For NPS

MONTEREY, Calif. (NPS) – Military students at the Naval Postgraduate School (NPS) have firsthand experience with complex challenges in the fleet and the field. They come to NPS to work alongside expert faculty researchers to develop solutions to key operational problems. Combining the art and science of their NPS education, students engage in solutions-focused experimentation, invention, and innovation to realize the full potential of emerging technologies, many of which are in the growing arena of intelligent autonomous systems.

Defense Technical Information Center (DTIC) awarded an Information Analysis Center (IAC) Multi-Award Contract (MAC) Task Order to Adams Communication and Engineering Technology, Inc. (ACET) to support NPS’ largest-ever Task Order contract to expand partnerships in the development and fielding of autonomous systems and robotics – $42.4 million. ACET, with support from their exclusive subcontractor Arizona State University Research Enterprise (ASURE), will provide NPS coordination and management for the contract’s deliverables as defined in the Government’s Performance Work Statement.

NPS is already the largest single contributor to the DTIC library, which supports all of the DOD, and this contract ensures that the knowledge generated by NPS and its partners will be rapidly incorporated and accessible.

The new contract vehicle increases access to work with NPS alongside student-faculty teams and collaboratively reach optimal results faster leveraging the readily accessible test ranges, labs, and facilities. Sponsoring activities send funded projects to NPS who will work with DTIC to place task orders on the contract.

“NPS provides the interdisciplinary, defense-focused environment needed for the right mix of development and exploratory innovation,” said Dr. Ray Buettner, NPS associate professor of information sciences, and director of the Sea Land Air Military Research (SLAMR) initiative, who oversaw development of the new contract. “The Navy has many labs full of scientists and engineers, but the one thing they need, that NPS has, is the experience of our military student body to help guide development, and this new contract makes working with NPS very easy to do.”

Put another way, the best translator of operational need to the Naval research and development community is an experienced, NPS-educated operator.

The new contract award is timely. Recognition of NPS’ ability to combine operational experience with research came in two recent developments: first, an update to the school’s mission directing it to be more outcome-focused on “technological leadership,” and second, the formal inclusion of NPS into the Naval Research and Development Establishment (NR&DE), which comprises all Naval Warfare Centers, the Naval Research Laboratory and the Office of Naval Research.

Dr. Jeff Paduan, NPS dean of research explained that NPS, now as a chartered member the NR&DE, led by the Assistant Secretary of the Navy for Research, Development, and Acquisition, “will have a seat at the Department of the Navy’s (DON) research table when the lab directors meet.”

A new Memorandum of Understanding (MOA) between NPS and the Naval Undersea Warfare Center (NUWC) in Keyport, Washington, builds upon existing research relations in unmanned systems and will focus on expanding technical coordination with NR&DE labs by leveraging the flexibility of the NPS’ “.edu” networks creating a digital collaborative enterprise.

David Mortimore, senior technology advisor at NUWC Keyport, NPS liaison, and Ph.D. student will act as co-principal investigator for the digital enterprise framework that will improve connections between dispersed NR&DE collaborators and NPS. Mortimore said, “My work under the MOA will help NPS strengthen existing ties and lay the foundation for broader community formation, discovery and collaboration envisioned by Dr. Buettner, and real-time distributed R&D across the NR&DE.”

Every student at NPS must complete a research thesis or capstone project, explained Buettner. The new contract with ACET will expand student involvement in the design, development, and testing of prototype hardware and software for unmanned and robotic systems. Buettner foresees this increased collaboration as expanding the value of NPS to naval forces.

One example Buettner used to illustrate the value of research collaboration with NPS was a small drone company that participated a recent Joint Interagency Field Experimentation (JIFX). The company demonstrated that autonomous drone technology used in agriculture had potential national security applications which lead to contracts with DARPA, the Army, and Naval Air Systems Command. With the new DTIC contract in place, the process is streamlined for sponsoring activities to engage NPS students and faculty directly in the prototyping process. The next JIFX at NPS will be September 14-17.

Buettner summarized the importance of the new contract to the future of NPS and DON, saying, “We are the only service that must have the capability and knowhow to apply and employ autonomous systems effectively within and across all warfighting domains: at sea, ashore, air, space and cyber. Our new mission and new partnerships will enhance the research-based education here at NPS and accelerate delivery of technological advantages in intelligent autonomous systems.”

Team ACET will provide program management, coordination, research, analysis, advice, and development of deliverables to advance IAC MAC related Scientific and Technical Information (STI) through the application of knowledge and resources in achieving the requiring activity’s mission requirements. The TO scope of work is being done principally for NPS at select locations.

The mission of NPS was recently updated to reflect its growing role in “technological leadership” to accelerate and enhance research results into capabilities for US Naval forces. The Naval Postgraduate School provides defense-focused graduate education, including classified studies and interdisciplinary research, to advance the operational effectiveness, technological leadership and warfighting advantage of the US Naval service.” NPS conducts extensive research on unmanned and robotic technologies and weapon systems. As part of this research, NPS conducts and hosts Joint Experimentation events around the globe. The ACET/NPS partnership will help deliver solutions to real operational needs.

ACET Awarded $6.1B KRACEn Contract

Reston, VA – April, 2020: Adams Communication & Engineering Technology was selected as an awardee on the Kits, Recovery, Augmentation, Components and Engines (KRACEn) Multiple Award Contract (MAC) supporting the United States Navy.

Commander, Fleet Readiness Center (COMFRC) awarded a 10-year, $6.1 billion, enterprise contract vehicle to 42 small business industry partners on April 14, enabling U.S. Navy, government customers and international partners to procure aircraft maintenance services and sustainment support quicker.
The Kits, Recovery, Augmentation, Components and Engines—commonly called KRACEn—is an indefinite-delivery, indefinite-quantity (IDIQ) MAC that will provide maintenance services and support for single satellite sites, small aircraft quantities, personnel to augment government maintenance teams, and overhaul capabilities for aircraft components and subsystems. This is COMFRC’s first, multi-billion contract award.

The MAC’s scope of work, which is set aside for small-businesses, includes modification kit build and installations, recovery of downed aircraft, repair and overhaul of aircraft and components, repair and overhaul of engines, and augmentation labor supplement for maintenance both ashore and afloat.
“As one of 42 small business industry partners, ACET will help enable COMFRC to effectively use the KRACEn enterprise contract vehicle allowing the Navy meet its sustainment needs expeditiously while delivering improved outcomes,” COMFRC Executive Director Roy Harris said. “KRACEn is a crucial addition to our traditional organic capabilities, providing us with the means to tap into the expertise of small business industry partners.”

The nature of the work covered by KRACEn—simple platform, organizational-level Contractor Logistic Services (CLS) requirements involving few aircraft, elemental or off-aircraft tasks—is well-suited for small businesses, according to COMFRC Acquisition Group, CLS Division Lead Chris Giggey. The CLS Division, formally known as the Fast Acquisition Solutions to Enable Readiness (FASTER) team, was charted by Commander, Naval Air Systems Command in 2018 to improve acquisition speed and quality of services by developing expertise in CLS contracting.

Aberdeen Proving Ground, MD – March 14, 2019: Adams Communication & Engineering Technology, Inc. (ACET) was selected as an awardee on the Contracted Maintenance, Modification, Aircrew and Related Services (CMMARS) Multiple Award Contract (MAC) supporting the United States Navy. This contract is expected to operate over the course of ten (10) years with a value of $12.6 billion.

CMMARS was established to consolidate as many as fifteen (15) predecessor contracts in order to provide adaptable, responsive, and rapidly deployable solutions and capabilities for Aviation Systems CONUS and OCONUS. This support includes platform-level contractor support for maintenance, logistics, aircrew, and related services necessary to achieve the project requirements and goals.

As a selected awardee, ACET will compete for Task Orders to provide the Naval Air Systems Command (NAVAIR), other United States (US) Government Agencies with support on multiple platforms including fixed-wing, rotary-wing, unmanned aircraft vehicles, as well as related systems, services, and logistics.

ACET Awarded RS3 Indefinite Delivery Indefinite Quantity Contract

Waldorf, Md., January 28, 2018: Adams Communication & Engineering Technology, Inc. (ACET) was selected as an awardee on the Responsive Strategic Sourcing for Services (RS3) Indefinite Delivery Indefinite Quantity Contract supporting the United States Army. This contract is expected to operate over the course of five (5) years, with one five (5) year option period at a value of $37.4 billion and may extend up to five (5) years after ordering period expiration.

RS3 is a consolidation of Warrior Enabling Broad Sensors (WEBS), Technical Administrative and Operations Support Services (TAOSS), Technical Information Engineering Services (TIES), Strategic Services Sourcing (S3), and Rapid Response – 3rd Generation (R2-3G).  ACET served as a supplier for TIES as well as R2-3G, making RS3 a perfect segue as the company continues to support the Warfighter.

As an awardee of RS3, ACET will provide several organizations including Army Contracting Command (ACC) Aberdeen Proving Ground (APG) customers, Program Executive Offices (PEOs) and other Department of Defense (DoD) agencies with support in a broad range of mission areas including engineering, research, training, logistics and more.
