ACET WINS the VA's Electronic Data Capture (eDC) Tool Contract

ACET will support VA efforts in accordance with the Project Management Accountability System (PMAS) that mandates all new VA IT projects/programs use an incremental development approach, requiring frequent delivery milestones that deliver new capabilities for business sponsors to test and accept functionality.  ACET will utilize ProPath, the OIT-wide process management tool that assists in the execution of an IT project (including adherence to PMAS standards). 

As part of Major Initiative, "Perform Research and Development", the in-house developed Electronic Data Capture (eDC) system provides for electronic data capture of study participant information gathered during the conduct of large scale multi-center clinical trials coordinated by five (5) Cooperative Studies Program (CSP) coordinating centers.  Prior to the adoption of the eDC system, each of the centers had their own unique method of gathering, storing, and reporting on this information.  The eDC system standardizes these processes while also allowing each unique study sufficient latitude in defining and implementing trial specific requirements.  The continued development and enhancement of the eDC platform will be critical for the success of the VA CSP program.

This project involves a total rewrite of the in-house developed eDC system.  The current system is a client/server application based upon Microsoft’s SharePoint and InfoPath for the creation and storage of data collection forms and on Microsoft’s SQL Server to store the data collected on those forms.  At participating sites around the country, each individual involved in a particular study has Microsoft SharePoint and InfoPath installed on their PC and has been granted a pre-determined level of access to the forms and data germane to their site/study.  The SharePoint forms (both templates and completed forms) and data are then collected in centrally located repositories for back-end processing.

 

SCOPE OF WORK

ACET will provide support in continuing software development activities to further enhance the eDC system utilizing an agile development methodology – the   Department of Veterans Affairs (VA) large scale multi-center clinical trials program. 

ACET will provide support in architecting software solutions, building and implementing program logic, work flow and code extending the current eDC platform to service current and future needs of eDC. ACET will provide support in the following core task areas:

  • Functional requirements gathering, analysis, & validation of requirements
  • Software Architecture and design validating the approved functional requirements.
  • Application Development.
  • Quality Assurance (QA)/ Quality Control (QC) testing and data validation.
  • Bug fixing and Production rollout

ACET will provide expertise in Microsoft Platform Applications (Share Point 2007 with Microsoft's Office SharePoint Server (MOSS)/SharePoint Server 2010, Windows, SQL Server 2005/2008, SQL query language) and previous knowledge of programming languages and techniques (such as C#, Java), SQL Server Reporting Services (SSRS), Relational Databases, Database management, Web Services, Web Portals, PHP (PHP: Hypertext Preprocessor), Scripting, Extensible Markup Language (XML), and Hypertext Markup Language (HTML).
