ACET Recruits For It's Software Systems Division PMO

Our Software Systems Division Director and Deputy Directors will develop and conduct senior level (non-operational) management of software & system engineering organizations. They will report to the COO in developing partnerships and proposal request issued by the SEC customer (headquartered at Aberdeen Proving Ground, Aberdeen Maryland) to develop and deliver quality, compliant, and winning proposals. These candidates will be ready to embrace the challenge of working with the team to increase the efficiency of all phases of the ACET business acquisition lifecycle in order to match the growing level of activity. They will also be ready to continually gather and implement lessons learned, as well as apply new methodologies to aid future proposal development continuous improvements. This division will have 5 locations to support the SEC customer:

Aberdeen Providing Ground, MD - Divisional Headquarters

Fort Belvoir, VA - Satellite Office

Fort Lee, VA - Satellite Office

Fort. Huachuca, AZ - Satellite Office

Fort Sill, OK - Satellite Office


 

MINIMUM EXPERIENCE:   


  • The ideal candidate will have at least 5 years experience in all phases of the technical proposal development lifecycle, a minimum of three years proposal experience in the software system engineering sector, and extensive experience in proposal analysis, writing and management.
  • The ability to work well in a fast-paced, team-oriented environment is necessary. Verifiable track record of administering and working on software & system integration related technical proposal efforts for contracts ranging between ($1M - $100M).
  • Technical Bachelors degree, and previous experience in Technical Proposal Management; writing, editing, pricing, and developing proposals for engineering contracts, and contract negotiations. 

 Requirements

  • Clearance: Eligible to receive a Top Secret clearance
  • Primary responsible for analyzing technical scope of work contained in RFPs to determine the proposal requirements and work with the proposal manager to develop outlines, and populate compliance matrices to provide guidance to volume leads and section authors
  • Work with the B&P Team in developing and integrating "win" strategy, themes, discriminators, and value propositions into all aspects of the proposal response
  • Provides leadership and encourages teamwork, mentors/trains and directs multi-organizational teams in planning, storyboarding and developing an effective customer-focused and forward thinking proposal
  • Responsible for effective communication and relationship management within ACET and subcontractors
  • Collaborate with technical subject matter experts to ensure that the scope of work is properly identify in order to respond to technical requirements specified in solicitation documents
  • Work with the B&P Team to build and maintain proposal repositories for the storage of current and past proposal responses
  • Work with proposal manager to utilize matrixes to ensure traceability between various proposal volumes and ensure compliance with all solicitation requirements
  • Assists in compiling, arranging, and formatting data from various sources to prepare high quality, compliant proposal submissions
  • Primary responsible of analyzing impacts when an update of statements of work & solicitation amendments are issued by the customers
  • Work with the B&P Team in preparing the competitive pricing data in support of cost/price proposal development that matches the scope of work identified during the RFP analysis/assessment
  • Collaborate with teaming partners external to ACET in support of producing compliant, quality and winning proposal development

 

ESSENTIAL SKILLS AND EXPERIENCE:


  • Candidates must possess a proven track record of meeting or exceeding deadlines in a dynamic and agile working environment
  • This position requires a technical or engineering degree plus 5 years experience in all phases of the proposal development lifecycle and/or IT consulting, with 5 years direct experience in software development
  • Software development lifecycle experience may be substituted to meet technical degree requirements
  • Experience with all Microsoft Office Suite applications, with special emphasis on MS Word, MS Excel, MS Project, MS PowerPoint
  • Extensive experience shredding RFP requirements, proposal analysis, writing, task order response preparation, and proposal schedule development and monitoring
  • Must possess excellent time-management skills and have the ability to perform well in a fast-paced environment under stringent time-constraints
  • Experience in Software System Engineering, capture management, business development and proposal development may substitute certain requirements stated above

 

OTHER REQUIREMENTS:

  • Background in software development
  • An ability to maintain a positive attitude and high level of flexibility during stressful and constantly changing phases of the proposal lifecycle is highly desired
  • Individual with an ability to apply creative thinking to problem resolution, preferred
  • APMP, PMP, ITIL, CRM or any IT certification is highly desirable
